William “Bill” R. Cowan, 68, of Topeka passed away July 13, 2016. He was born September 24, 1947 to William L. and Geneva (Shockley) Cowan at St. Louis, Missouri. He graduated from Topeka West High School in 1966 and served in the Marine Reserves.

He was employed by Westar Energy as a lineman and dispatcher before his retirement in 2009. Bill enjoyed photography, being outdoors, animals, a good winding road through the Flint Hills and especially spending time with his family.

He married and was divorced from Marta Bell Frisbie and Debra Packer. He is survived by his daughters: Jennifer Haugh (Jim) and Catherine Cowan; sister, Donna Eberly; granddaughter, Sydney and grandson, Brendan.

A “Bill-ebration” will take place on August 6, 2016 from 1-3PM at the Local 304 IBEW Union Hall, 3906 NW 16th, Topeka.
