He was born in 1928 in Fyzabad, Republic of Trinidad and Tobago. His parents, Ramcharan Maharajh and Beephanee, are deceased.
He became a citizen of the United States in 1961. He graduated from Illinois Wesleyan University in Bloomington, IL with a Bachelor of Science degree, and from Washburn University with a Master of Education Administration and a Juris Doctor degree.
He is survived by his wife of 61 years, Josephine Carter Ramcharan, seven children, twelve grandchildren and one great grandchild.
